APSC is one of the most bullshit examination as clear from recent events like no fair conduct of examination (students manage to take mobile phones inside examination venue and use them while writing examination)
The current chairman is not Col. Ranjit Barthakur, contradictory to what people believe. It is Dr. Anupam Kumar Roy, IAS (Retd.) (I/C) according to APSC website as on 3rd July 2017. No one knows when did this change occur.
Go for exams like UPSC and GATE. Even if you clear APSC, you have to listen to some of the notorious ministers in the Assam Cabinet and you will have no one to blame except yourself for that. In UPSC, that is not the case.

Update on May 14th 2017. Assam Public Service Commission, an organization whose duty is to conduct examination and filter out top class public servant is under court scrutiny. That is because some hugely corrupt members at APSC (namely Rakesh Paul and others) gave away jobs in exchange of money. Chairman of APSC and other members made sure that the selection process of APSC is strictly on the basis of favouritism, underhand dealing, political interference, casteism and nepotism.
Rakesh Paul has been granted bail and the case has lost its media glory. Hence, it is again one of those cases where person doing serious crime walks freely after duping, cheating. Read the timeline of events below for details.
Dr. Dharmakanta Kumbhakar wrote in The Assam Tribune–
The proof about the criminal activities of Paul came in the most unexpected way. The Dibrugarh police got highly damaging information about the APSC chairman and one or two members of the commission during interrogation of a tout named Nabakanta Patir, who demanded and received a bribe of Rs. 10 Lakh from a lady on the assurance that he would give her a government dental surgeon’s job through the APSC. The tought revealed that he had already passed on sums exceeding Rs 2.5 crore to Paul and that there were other agents like him engaged in the same nefarious business. He also revealed that he had sold several hundred government job in the last four year through the APSC. .. Paul has named many bureaucrats, politicians, former ministers and student leaders for their alleged involvement in the scam. He received and umbrella protection from the administration and the nexus is wide and deep rooted.
The name of arrested employees of APSC are: APSC Chairman Mr. Rakesh Paul, Mr. Samedur Rahman, Mr Basanta Kumar Doley, Assistant controller of examination Mr. Pabitra Kaibartta.
Update Nov 16/2016: According to the news reported on The Assam Tribune today, tainted APSC chairman Rakesh Paul had direct contact with President of India Secretariat in New Delhi , some of the calls lasted for more then half an hour. APSC chairman was also in contact with high level bureaucrats, senior Assam Police officials and even with a number of APSC aspirants via his phone and this came into light after the Police went through the Call detail record (CDR). The conversations use to last for more than half an hour.
Update Nov 23/2016:Arrested member of APSC Mr. Samedur Rahman told the court that he wants to confess his guilt thus making it crystal clear that that all the accused are actually convicts. It remains to be seen if any action is taken against those notorious officials or will politics play an important role and all the arrested organisms will be set free . Update Nov 26/2016: It was reported that tainted chairman of APSC, Mr. Rakesh Paul is exerting pressure on APSC member and co-accused Samedur Rahman not to record his confessional statement before the court. Paul is trying various means to convince Rahman not to name Paul in his statement.
Update Nov 29/2016: Another APSC member, Mr. Basanta Kumar Doley. This arrest was long overdue. Mr. Doley allegedly burned down many documents related to APSC. Co-accused and other witness has also named him for his involvement in the scam. Snapshot of the detailed news is attached below.
Update Nov 30/2016: Samedur Rahman declined to confess to his guilt. According to The Assam Tribune ” The mysterious volte-face according to many could be due to pressure exerted by other co-accused, including Rakesh Paul.” Investigators are of the view that there is sufficient evidence against Samedur Rahman and his volte-face would not matter much. On the other hand, Assam DGP has ordered that except him, no one is authorized to speak to the media regarding the ongoing investigation on APSC scam.
Update Dec 2/2016: Brigadier Ranjit Barthakur is the new acting chairman of Assam Public Service Commission. He was one of the commission members when Mr. Rakesh Paul, the tainted stinky shit was chairman of APSC. Brig Barthakur said that bringing transparency to the examination system will be his main goal. He also said that result of 14 examination could not be declared due to arrest of other members of APSC whose signatures are required in documents pertaining to the result. However he is in touch with Government to find legally viable ways to declare the results.
Update Dec 3/2016: Investigation focus of ongoing APSC scam has now shifted to beneficiaries. A number of relevant bank accounts are being monitored. According to The Assam Tribune, the poor shape of the forensic laboratory of Assam is a hurdle in the ongoing investigation and investigators will be taking help from other forensic laboratory outside the state.
Update Dec 4/2016: Principal controller of examination Mr. Babul Saharia claimed that Rakesh Paul had both the keys of strong room, where question papers and answer scripts are kept. This is in violation of standard operating procedure (SOP).
Update Dec 20/2016: The Dibrugarh police submitted the case diary relating to APSC. Meanwhile all the accused applied for bail and the bail applications are pending at court
Update Dec 21/2016: The court of special judge, Assam today rejected the bail application of prime accused Rakesh Paul along with co-accused Samedur Rahman and his personal security officer Mabud Ali Choudhury. Name of two more accused- Sudip Das and Mofidul Rahman who had allegedly played very important role in the scam are still absconding.
Update Jan 10/2017: In a statement to investigators Rakesh Paul has alleged that he had personally paid a former Congress minister an amount of Rs 20 Lakhs in one instalment.
Update Jan 11/2017: Prime accused Rakesh Paul has revealed that a media baron had received 10 lakhs from him while a managing editor of another media organization had received 4 lakhs in one instalment. Paul has also reportedly paid Rs 2 lakhs to a turncoat leader of a leading non-political organization.
Update Jan 25/2017: Rakesh Paul use to fund terror organizations namely ULFA and GNLA. Over the last one year, Rakesh Paul paid over 1 Crore to these terror outfits. CHARGESHEET FILED: Dibrugarh Police today filed the charge sheet in the court of special judge, Assam in connection with the APSC scam. The 19 page chargesheet featured the names of Samedur Rahman, Basanta Doley (both APSC members), Naba Kumar Patir, Pabitra Koibarta (Assistant Controller of Examination, APSC), Mabud Ali Choudhury, Abbas Ali Ahmed and Syed Musaraff. Rajib Paul, the brother of Rakesh Paul and another accused Sudip Das have been declared as absconders in the chargesheet.
Update Feb 28/2017: Former Congress minister Gautam Roy was grilled by police for more than four hours in connection to APSC scam The former minister will appear again in front of investigation officer on March 18th. According to reports on The Assam Tribune on February 27th, Roy must have been questioned regarding his alleged involvement in facilitating payment of huge amount of money to other Congress higher ups by former APSC chairman Rakesh Paul
Update March 04/2017: Rakesh Paul has filed a special leave petition before the Supreme Court of India seeking his release. This comes after the Gauhati high court denied any relief to the prime accused. Family members of Rakesh Paul are trying to avail the service of senior Supreme Court counsel Kapil Sibal to defend his case.. It is not clear whether Sibal has consented to appear for Paul or not. The Assam Tribune also reported in the same news item that another accused and former member of APSC Basanta DOley too has moved the Supreme Court recently seeking bail although his petition was withdrawn by his counsel under ‘mysterious circumstances’.
Update March 22/2017 According to reports in The Assam Tribune newspaper, senior supreme court lawyer Kapil Sibal appeared on behalf of Rakesh Paul
Update April 21/2017 Rakesh Paul granted bail in one case as investigating officer misses deadline. The bail was granted by default as per provision of section 167of CrPC as assistant commissioner of Police Sujit Kr. Saikia, who is the investigating officer of the case failed to submit the chargesheet withing the statutory 90 days time. But Paul wold remain in Jail for all the other cases pending against him.
Update May 03/2017 Three ACS officers arrested. These so-called ACS officers gave money to tainted Rakesh Paul in exchange of jobs. The arrested ACS officers are Circle Officer of Helem Bhaskar Jyoti Devasarma who had assumed office on Tuesday, Nalbari Circle Officer Bhaskar Dutta and Patharighat Circle Officer Amit Sarma.
Update May 03/2017 Suspended APSC chairman Rakesh Paul refused to cooperate with the investigators during the joint interrogation session and even threatened the assisting investigating officer of dire consequences. “I will see you”, Paul reportedly told assisting investigating officer Subhasish Baruah who questioned Paul alongside the three recently arrested Assam Civil Service officials at the Guwahati Central Jail in connection with the scam for several hours. -as reported in the The Assam Tribune newspaper on May 14/2017.

The under development of Assam looks justified now. How can we expect the state to progress when its administration is being run by some brainless organisms (selected by APSC) whose sole purpose is to eat and make a big belly.
